A mobility assessment report (MOBER) is an instrument to map the impact on mobility of newly planned traffic-generating activities. A new housing neighbourhood, the expansion of an industrial zone or a new supermarket – developments like these often have a great impact, both spatially and with regards to traffic. Grontmij evaluates whether these projects will receive local support and whether compensating measures are needed to safeguard life quality and accessibility. So, this ex-ante evaluation study assesses the impact of the new activity on transportation flows.
Increasing role of the local authorities
As a result of the principle of subsidiarity regarding spatial planning, the local authorities are getting increasingly more responsibilities. They will award urban planning permits independently, without having to ask for approval on the regional level. It is therefore obvious that the role and the responsibility of the local authorities in the entire MOBER procedure is already important, and will only become more important in the future.
